The China Environmental Strategy and Policy Academic Annual Conference hosted by the Environmental and Economic Policy Research Center of the Ministry of Ecology and Environment of China was held in Beijing recently.
The meeting pointed out that in terms of effectiveness, China has supported an average annual economic growth rate of more than 6% with an average annual energy consumption growth rate of 3%. The average concentration of PM2.5 in cities at prefecture level and above will drop to 29 micrograms cubic meters for the first time in 2022, the number of days of heavy pollution will be reduced by 93%, the proportion of fine water bodies in surface water will reach 87.9, and the historic whole line of the Yangtze River and Yellow River has reached the water quality of Class II water, built a number of beautiful rivers and lakes, beautiful bays.
From the perspective of feeling, the people's sense of happiness, gain and security of the beautiful ecological environment has been significantly improved, and the achievements of China's ecological environment protection have also been widely recognized by the international community.
From the perspective of governance, by the end of 2022, nearly one-third of the cities in the country still had substandard air quality. In the first half of this year, Beijing also felt the impact of some heavy pollution weather caused by sand and dust. On the whole, air quality has not got rid of the influence of meteorology, soil pollution in some areas is still accumulating, the rural ecological environment has not attracted enough attention, and the high-risk situation of frequent environmental emergencies has not been fundamentally changed. There are still a large number of outstanding environmental problems that affect people's sense of gain.
From the perspective of the external environment, the situation of global environmental governance is becoming more and more complex. China's task of dealing with global environmental governance is still very arduous, but we should also see that the trend of continuous improvement of China's ecological environment has not changed. After more than 40 years of reform and opening up, my country's economic strength, scientific and technological strength, and comprehensive national strength have risen sharply, which has accumulated a solid material foundation for my country's ecological civilization construction.
The meeting pointed out that the construction of ecological civilization in the new era has made historic achievements. On the new journey, we must firmly grasp the situation and tasks, adhere to precise, scientific, and legal pollution control, deepen the three major defense battles of blue sky, clear water, and pure land, and continue to improve the quality of the ecological environment. Persist in accelerating the adjustment and optimization of the industrial structure, energy structure, and transportation structure, and strive to accelerate the formation of green production methods and lifestyles. Adhere to the overall planning of the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, increase the protection and restoration of the ecosystem, and strive to improve the quality and stability of the ecosystem.
With the theme of "comprehensively promoting the Construction of a Beautiful China", this annual meeting will set up a main forum, focusing on economic policy, ecological protection and supervision, pollution reduction and carbon reduction synergy, legal protection, and national action. forum. More than 150 representatives from relevant ministries, scientific research institutes and local governments attended the meeting.
