In order to implement the deployment of the 19th National Congress of the Communist Party of China, build a modern party committee leadership, government leadership, enterprise entities, social organizations and the public to participate togetherEnvironmental governancesystem, the following comments are made.
General requirements
(I) guiding ideology. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 19th Central Committee, and thoroughly implement General Secretary Jinping's important expositions on the construction of ecological civilization. Promote the "five in one" overall layout and coordinate the promotion of the "four comprehensive" strategic layout, earnestly implement the decisions and deployments of the Party Central Committee and the State Council, and firmly establish the concept of green development, adhere to the centralized and unified leadership of the party as the command, focus on strengthening the leading role of the government, deepen the role of the main body of the enterprise as the foundation, and better mobilize social organizations and public participation as the support to realize the benign government governance, social regulation, and corporate autonomy. Interaction, improve the system and mechanism, strengthen source governance, and form a joint force of work, in order to promote the fundamental improvement of the ecological environment, the construction of ecological civilization and beautiful China provide a strong institutional guarantee.
The basic principle of (II)-to adhere to the leadership of the party. Implement the overall requirements of the Party Central Committee on ecological and environmental protection, and implement the equal responsibilities of the Party and the government for ecological and environmental protection. -- Adhering to multi-party governance. Clarify the rights and responsibilities of the government, enterprises, the public and other subjects, smooth the channels of participation, and form a good pattern for the whole society to jointly promote environmental governance. -- Adhering to market orientation. We will improve economic policies, improve market mechanisms, standardize market behavior in environmental governance, strengthen the integrity of environmental governance, and promote industry self-discipline. -- Adhering to the rule of law. Improve laws, regulations and standards, strictly enforce the law, strengthen supervision, and accelerate the improvement of environmental governance systems and mechanisms.
(III) the main objective. Before 2025, establish and improve the leadership responsibility system, corporate responsibility system, national action system, regulatory system, market system, credit system, legal and policy system for environmental governance, implement the environmental governance responsibilities of various entities, and increase market entities and public participation The enthusiasm of the company has formed an environmental governance system with clear goals, scientific decision-making, strong implementation, effective incentives, diversified participation, and benign interaction.
